Where is Emily Wong and Dr. Side Quest. There's a side mission there that has you investigating a mining colony. It's full of husks, including 4 at the very beginning. Since achievement counts aren't affected by reloads, you can kill the 4 then reload and do them again, over and over until you get the achievement.
